Dependence syndrome: Computer scientists monopolizing support to users


Most human rights documenters are not computer scientists. They almost always have to call in IT experts to develop and install digital systems, to do trouble shooting and to customize digital systems as need arises, hence the dependence syndrome. There should a human rights tool developed by computer scientists and deployed to be used by non-computer scientists. After deployment, the improvement should remain in the realm of the computer science, but human rights practitioners suggest that installation, manipulation, trouble shooting and customization be done by the users with limited or no support of tool developers ( to be developed more in next week end).
